Abstract
The Federal Trade Commission's antitrust complaint against a prominent suburban Chicago healthcare system marks a shift in enforcement policy. Basing its complaint on real market data from payers, the FTC is challenging a merger that has already been consummated--the first such case ever. If the agency prevails, Evanston Northwestern Healthcare may be forced to sell Highland Park (III.) Hospital.
